Fujian and Hong Kong Join Hands to Advance Carbon Measurement

NANJING, September 16, 2025 — At the “Global Industrial and Supply Chain Quality Development and Cooperation Subforum” of the China Quality Conference, the Fujian Institute of Metrology (FJIM) and the Hong Kong Quality Assurance Agency (HKQAA) formally signed a strategic cooperation framework agreement.

The agreement was signed by Mr. Wu Menghui, Deputy Director of FJIM, and Mr. Fu Zongwen, Assistant General Manager of HKQAA, on behalf of the two organizations.

Under this framework, FJIM and HKQAA will leverage their respective expertise to establish joint research teams and a collaborative working mechanism. Their cooperation will focus on supporting the green and low‑carbon transition of industrial and supply chains, including:

lDeveloping methods to ensure the quality of carbon measurement data

lDrafting and promoting relevant standards and guidelines

lExpanding service areas in carbon measurement and assurance

lEnhancing the international credibility and market recognition of carbon measurement standards

This partnership represents an important step in FJIM’s efforts to strengthen international engagement and advance high‑quality development. It is also a concrete practice of the “Carbon Measurement+” quality infrastructure cooperation initiative, aligning with the Fujian Administration for Market Regulation’s efforts to maximize the integration and application of its regulatory “toolbox” resources.

Looking ahead, FJIM will continue to expand both regional and international cooperation networks, further enhancing its one‑stop “Carbon Measurement+” quality infrastructure service capabilities. These measures are aimed at providing innovative technical support for green, low‑carbon, and sustainable industrial supply chains — and contributing to China’s dual‑carbon goals of peaking carbon emissions and achieving carbon neutrality.
